Chapter 29 of the Massachusetts General Laws, as appearing in the official 2024 edition, is hereby amended by inserting after section 2nnnnnn the following section:-\r\n“Section 2oooooo. To facilitate the transition to green, durable employment opportunities, there shall be established and set up on the books of the commonwealth a separate fund to be known as the Durable Green Jobs Transition Trust Fund. There shall be credited to the fund revenues equal to the amount of federal financial participation received by the General Fund for expenditures for green jobs transitioning and any other reimbursements, grants, premiums, gifts, interest or other contributions from any source received that are specifically designated to be credited to the fund. The secretary of labor and workforce development shall be the trustee of the fund.\r\nTo accommodate timing discrepancies between the receipt of revenues and related expenditures, the fund may incur expenses, and the comptroller shall certify for payment amounts not to exceed the most recent revenue estimate certified by the Secretary of Labor and Workforce Development and reported in the state accounting system. Amounts credited to the fund shall be subject to further appropriation and monies remaining in the fund at the end of a fiscal year shall not revert to the General Fund and shall be available for expenditure in the subsequent fiscal year.\r\nThe secretary shall report annually on or before August 1 to the chairs of the house and senate committees on ways and means and the house and senate chairs of the joint committees on Labor and Workforce Development and Environment and Natural Resources on the revenue and expenditure activity within the trust fund.”\r\n"}
