Tarr and Montigny move that the proposed new draft be amended by inserting after section _ the following section:-\r\n\"SECTION_. Notwithstanding any general or special law to the contrary, the department of public health, in consultation with the health policy commission and the center for health information and analysis, shall establish an ownership disclosure requirement for all primary care practices operating in the commonwealth.\r\nEach primary care practice shall annually report to the department, in a form and manner prescribed by the department, the following information:\r\n(i) the ownership structure of the practice, including all direct and indirect owners, parent organizations, subsidiaries, management services organizations, and any affiliated entities;\r\n(ii) whether any portion of the practice is owned, controlled, managed, or financed by private equity firms, venture capital firms, hedge funds, publicly traded corporations, or other private investment entities, and the nature and extent of such ownership or control;\r\n(iii) any financing, capital investment, or management services agreements that materially affect the governance, clinical operations, or financial operations of the practice;\r\n(iv) any changes in ownership, control, or financing arrangements occurring within the preceding year; and\r\n(v) any additional information the department determines necessary to assess the impact of ownership structures on primary care access, cost, quality, and market consolidation.\r\nThe department shall publish an annual public report summarizing the ownership and financing characteristics of primary care practices in the commonwealth, including trends in private equity and venture capital involvement, consolidation patterns, and any identified risks to access, affordability, or continuity of care. The report shall be posted on the department’s website in a format that is searchable and understandable to consumers, policymakers, and researchers.\"\r\n"}
