Fernandes and Montigny move that the proposed new text be amended by inserting at the end thereof the following new section:-\r\n\"SECTION X. Chapter 25A of the General Laws, as so appearing, is hereby further amended by inserting after section 11F1/2 the following section:-\r\n\"Section 11F2/3. The department, in consultation with the department of revenue, the department of public utilities, and the Massachusetts clean energy center, shall return rebates to qualifying electric ratepayers totaling not less than 70 per cent of alternative compliance payments pursuant to sections 11F, 11F½, 17 and any portfolio standard adopted by the department of environmental protection pursuant to chapter 21N. Qualifying electric ratepayers shall include those who (i) do not receive discounted rates from their electricity provider and (ii) those whose household income does not exceed $200,000 annually. Qualifying electric ratepayers shall receive their percentage share of the total compliance payments as said rebate. The department shall annually send said rebates by check or through another appropriate reimbursement mechanism. The rebate shall be known as the “Massachusetts Energy Rebate Check from the 2026 Act to save people money, repair the climate and grow the economy\".\"\r\n"}
