Chapter 470 of the acts of 1973, as most recently amended by chapter 239 of the acts of 2024, is hereby amended, by inserting after the third paragraph of section 4 the following words: - “The commission shall, by December 31 of each year, file a report with the clerks of the house of representatives and the senate and the house and senate chairs of the committee on telecommunications, utilities and energy. Said report shall include the following information: “(1) the total number of applications for certificates of appropriateness for solar energy system installations; (2) the location of each application for said certificate of appropriateness for the installation of a solar energy system; (3) the outcome of each application and the principal basis for the committee’s decision, including whether the decision was based on: (i) the historic significance or architectural integrity of the structure; (ii) the visibility of the proposed installation from a public way or publicly accessible location; (iii) the impact on a significant scenic vista or viewshed; (iv) the compatibility of the proposed installation with surrounding historic resources; (v) the availability of alternative locations or designs for the installation; and (vi) any other factor considered by the committee; and (4) the total number of appeals filed to the commission for the denial of a certificate of appropriateness for a solar energy system installation and the outcome of such appeals”; and, in section 10, by inserting the following clause:-“(d) The committee shall, for each application for a certificate of appropriateness for the installation of a solar energy system, make and maintain written findings and document all information necessary to prepare the annual report required pursuant to section 4.”\r\n"}
