Notwithstanding any other special or general law to the contrary, any funding previously obligated from the Massachusetts Offshore Wind Industry Investment Trust Fund established in section 9A of chapter 23J for a project or purpose subsequently cancelled by a company awarded such funds shall be competitively awarded to one or more shovel-ready projects to carry out the purposes set forth in section 9A within 180 days of the effective date of this act.\".\r\n"}
