The attorney general shall, not later than 180 after the effective date of this act, promulgate regulations pursuant to section 2 of chapter 93A of the General Laws for the prevention of price gouging by providers of electricity for electric vehicles; provided, that said regulations shall provide for the prevention of price gouging during market emergencies, declared statewide and national emergencies and non-emergency market conditions; and provided further, that wherever applicable, protections established under said regulations shall be equivalent to those established for petroleum products.\r\n"}
