The plan shall direct not less than 85 per cent of the total expenditures of the 3-year term to direct customer incentives and energy assessments. The state auditor shall annually audit compliance with this paragraph and shall report the results to the board, the department, and the clerks of the senate and house of representatives.\"\r\n"}
