Notwithstanding any general or special law to the contrary, the comptroller shall, upon request of the secretary for administration and finance, make available to the city of Worcester not more than $100,000,000 from the Convention and Exhibition Center Fund for the purposes of maintenance and improvements to the DCU Center in the city of Worcester. The secretary shall make said request upon application by the city of Worcester to the secretary and after review of said application and determination by secretary that the application is complete and satisfactory.\"\r\n"}
