Notwithstanding any general or special law to the contrary, the executive office of energy and environmental affairs shall collaborate with the New Bedford Harbor Development Commission, doing business as the New Bedford Port Authority, to develop and report on proposed adjustments to the New Bedford harbor line, as established by chapter 80 of the acts of 1929 and as amended by chapter 477 of the acts of 1989, for the exclusive purpose of repairing waterfront bulkhead located at 40 Herman Melville Boulevard in the city of New Bedford which is vital for economic development and the commercial fishing industry.  Proposed adjustments to the harbor line shall not extend beyond the property located at 40 Herman Melville Boulevard except for any reasonable distance necessary to achieve the purpose under this section.  The executive office shall file its report with the joint committee on environment and natural resources and the senate committee on post audit and oversight no later than 60 days after the effective date of this act.\".\r\n"}
