Keenan","Type":1,"Details":"https://malegislature.gov/api/GeneralCourts/194/LegislativeMembers/JFK0","ResponseDate":"2026-07-27T11:11:29.787"},"Category":null,"Action":null,"RollCall":[],"Title":"Posting Legislative Records on the Legislative Website","Branch":"Senate","RedraftNumber":null,"IsFurther":false,"GeneralCourtNumber":194,"Text":"Mr. Keenan moves that the proposed new text be amended in section 7, by striking subsection (b)(1), and inserting in place thereof the following subsections:- \"(b)(1) The senate and house of representatives shall each appoint a legislative records access officer for their respective branch. Each legislative records access officer shall (i) assist the respective branch in preserving legislative records in accordance with this section and rules of the respective branch; and (ii) post all legislative records on the legislative website; provided, that prior to legislative records being posted on the legislative website, each legislative records access officer shall prepare guidelines to identify and exempt from posting records that may contain confidential information not suitable for posting; provided further, that such guidelines shall be updated periodically and shall be posted on the official website of the general court. \r\n(2) For requests for access to legislative records, each legislative access officer shall coordinate the response of the respective branch and shall facilitate the resolution of such requests. Each legislative records access officer shall:\r\n(i) assist persons seeking records of the legislature to identify the records sought;\r\n(ii) prepare guidelines that enable a person seeking access to legislative records to make informed requests regarding the availability of such records electronically or otherwise; provided, however, that such guidelines shall: (A) be updated periodically; (B) include the categorical list of legislative records, as specified in subsection (a); and (C) be posted on the official website of the general court; and\r\n(iii) prepare guidelines for the identification and processing of requests that are frivolous, designed to harass or seek records that may contain confidential information not suitable for dissemination; provided, however, that such guidelines shall describe the criteria by which such requests shall be identified, the procedures and timeframe by which they shall be reviewed and any steps taken to protect personal information prior to production; provided further, that such guidelines shall be updated periodically and shall be posted on the official website of the general court.\"; and, in said section 7, in line 123, by striking the figure (2), and inserting in place thereof the following figure:- \"(3)\".\r\n"}
