The Joint Committee on Mental Health, Substance Use and Recovery will conduct a hybrid public hearing on Monday, October 23, 2023, from 11:00AM to 5:00PM in Gardner and on Teams on bills relating to Harm Reduction. This hearing will be streamed live and archived under the Hearings & Events section of the legislative website.

***INSTRUCTIONS FOR REGISTRATION / TESTIMONY***

DEADLINE TO PRE-REGISTER: For both in-person and remote testimony, the deadline to register to testify is 5:00 P.M. Thursday, October 19, 2023. Individuals registered for remote testimony will receive an e-mail with a link to join the hearing on Microsoft Teams.

SAME DAY SIGN-UP FOR IN-PERSON TESTIMONY ONLY – IF TIME ALLOWS: Individuals who miss the deadline to pre-register for testimony may appear on the day of the hearing and sign-up to speak in-person on forms provided by Committee staff outside of the hearing room. Time permitting, when all pre-registered individuals have been called to testify, the Chairs will then call any individuals who sign-up on the day of the hearing.

LEGISLATOR AND PUBLIC OFFICIAL TESTIMONY: Due to the technical requirements of conducting hybrid hearings, legislators and public officials are also requested to pre-register to testify. The Chairs, at their discretion, may take legislators and public officials out of turn. The Committee will extend this courtesy to legislators and public officials only, and it will not be expanded to include other individuals or panels.

ORAL TESTIMONY – TIME LIMIT: Each individual registered to testify shall be afforded 3 minutes to speak. Individuals offering testimony on multiple bills must do so within the 3 minute time limit.

ORAL TESTIMONY – PARTICIPATING AS A PANEL: Individuals participating as part of a panel must fill-out the appropriate section of the pre-registration form. Please have each member of the panel fill out the pre-registration form separately and completely. The Chairs will permit either fully in-person panels or fully-remote panels only. Questions related to the registration of panels should be directed to Amanda.Graff@mahouse.gov and Gabe.Adams-Keane@masenate.gov.

WRITTEN TESTIMONY – DO NOT FILL OUT THIS FORM: For individuals wishing to provide written testimony ONLY, please do not fill out the form. Written testimony may be submitted to the Joint Committee via E-mail to House Chair at Adrian.Madaro@mahouse.gov and Senate Chair John.Velis@masenate.gov, as well as to Committee staff at jointcmte-mentalhealth@malegislature.gov. Written testimony will be accepted until the bill is acted upon.

ORDER OF TESTIMONY: The Chairs, at their discretion, will determine the order of testimony during the course of the hearing. It is the responsibility of the individuals registered to testify to be prepared to speak when called upon by the Chairs. In the event that an individual is called by the Chairs and that person is not logged into the Teams platform, the Chairs will move on and call the next individual or panel.

DEADLINE TO REQUEST ADA ACCOMMODATIONS: ADA accommodations, such as closed captioning and transcription services, shall be provided upon request. The services are provided by staff from the appropriate state agencies. Agency policies require 3 business days to process any request for services.
