Senate, July 7, 2016 -- Report of the committee of conference on the disagreeing votes of the two branches, with reference to the House amendments to the Senate Bill relative to transgender anti-discrimination (Senate, No. 735, amended) (amended by the House by striking out all after the enacting clause and inserting in place thereof the text of House document numbered 4343, amended and by striking out the emergency preamble),-- reports, a “Bill relative to transgender anti-discrimination.” (Senate, No. 2407).

Emergency Preamble
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to provide forthwith for protection from discrimination on the basis of gender identity, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public [Emergency Preamble Context].
