An Act relative to sentencing and improving law enforcement tools

Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to strengthen the laws relative to habitual offenders, update sentencing laws and to provide additional law enforcement tools, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
