Emergency Preamble
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to forthwith create jobs, provide economic relief to the people of the Commonwealth of Massachusetts, and increase renewable electricity generation, and conserve and protect the natural resources of the Commonwealth of Massachusetts, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
