Spilka and other members of the General Court for legislation to prohibit clinical laboratory self-referrals and (accompanied by bill, House, No. 1950) of John V. Fernandes and others relative to prohibiting clinical laboratory self-referrals reports the accompanying bill of the same title (Senate, No. 1932).

Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to prevent clinical laboratory self-referrals, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
