Emergency Preamble
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to forthwith is to improve and expand educational opportunities, an expansion which is immediately needed to provide fair access to and efficient administration of school options, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public peace and convenience.
