Chandler, Jeffrey Sánchez, Jonathan Hecht, Barbara L'Italien and other members of the General Court for legislation relative to modernizing tobacco control and protecting the health of minors; (accompanied by bill, Senate, No. 1137) of Sal N. DiDomenico, Joseph W. McGonagle, Jr., Marjorie C. Decker, Ruth B. Balser and other members of the General Court for legislation to restrict the sale of tobacco products at health care institutions; (accompanied by bill, House, No. 1954) of Sean Garballey and others for legislation to prohibit the sale of tobacco products at certain health care institutions; (accompanied by bill, House, No. 1975) of Jonathan Hecht and others relative to requiring child-resistant packaging of nicotine liquid containers; (accompanied by bill, House, No. 2021) of Paul McMurtry and others for legislation to further regulate the sale of tobacco products to teenagers (accompanied by bill, House, No. 2050) of Jeffrey Sánchez and others for legislation to prohibit the sale of electronic devices used to deliver liquid nicotine vapor to minors; and (accompanied by bill, House, No. 3466) of Kate D. Campanale, Shaunna L. O’Connell and Peter J. Durant for legislation to prohibit the sale of electronic cigarettes to persons under 18 years of age,- reports the accompanying bill (Senate, No. 2152).

Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purposes, which are to immediately protect children and others from addiction to, and the harmful health effects of, tobacco and nicotine, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public [Emergency Preamble Context].
