Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to protect forthwith institutions of higher education that provide emergency aid in response to the outbreak of the 2019 novel coronavirus, also known as COVID-19, , therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
