Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately establish a working group commission related to the ongoing problem of Combined Sewer Overflow (CSO) within the Merrimack River and its tributaries. The purpose of this commission is to address the health of the river, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
