Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to improve the Public Health, and restore the sound economy, of our Commonwealth, in as timely a manner, and by all such appropriate means, as can be utilized, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
