Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to ensure that Massachusetts will not burden distressed small businesses by taxing the loan forgiveness amount granted to businesses through the CARES Act and within it the Paycheck Protection Program (PPP), therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
