Ciccolo and others for the annual issuance of a proclamation by the Governor setting apart July 8th as Massachusetts Emancipation Day, also to be known as Quock Walker Day, in recognition of the declaration of rights that rendered slavery unconstitutional in the Commonwealth. State Administration and Regulatory Oversight.
