Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to All Commonwealth voters who qualify to vote by absentee ballot should be able to complete their complete their ballot and cast their ballots privately and independently. To make existing absentee voting ballots and procedures accessible to voters who are blind or have low vision, mobility/dexterity disabilities, or other disabilities that make it difficult or impossible for them to effectively access standard printed text and compliant with Title II of the Americans with Disabilities Act, be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
