Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to analyze whether the Cannabis Control Commission permitting of marijuana cultivator or marijuana product manufacturer licenses is over-supplying the market and putting existing market players at risk of failure, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Licensing study

This bill directs the Massachusetts Cannabis Control Commission to conduct a comprehensive study on the cannabis market to assess whether the current licensing process is leading to an oversupply that could harm existing businesses. The study will analyze the supply and demand dynamics of both legal and illicit cannabis markets, evaluate pricing trends, and review cultivation regulations to determine if adjustments are needed. It will also provide projections for the appropriate number of new licenses issued annually based on market demand. The goal is to ensure a balanced, sustainable cannabis industry that protects current market participants while meeting consumer needs.
