This  bill seeks to reform the oversight and regulation of manufactured housing communities in Massachusetts. It establishes a five-member Manufactured Housing Commission, composed of individuals with expertise in manufactured housing and landlord-tenant law, with representation from both community residents and owners. The commission will be responsible for resolving disputes and addressing operational issues within these communities.

To support its work, the bill creates a Manufactured Housing Trust Fund, financed through licensing fees. The fund will be used to support dispute resolution services and provide compensation for commission members.

Additionally, the bill updates the licensing requirements and operational standards for manufactured housing communities, strengthening regulatory oversight and ensuring fairer practices for all stakeholders.

The bill also revises the licensing and operational rules governing manufactured housing communities.
