This bill establishes mandatory, standardized training for new members of key local boards across the Commonwealth. It requires the Departments of Public Health and Environmental Protection, and the Executive Office of Housing and Livable Communities, to create and offer free, annual training programs for members of local boards of health, conservation commissions, planning boards, and zoning boards of appeals. The programs must be developed in consultation with the Massachusetts Municipal Association and may be delivered through relevant partner organizations. Additionally, the bill mandates that all new board and commission members complete these trainings prior to beginning their service, ensuring consistent baseline knowledge across municipalities.
