Expanding ERLFs to counties

This bill amends M.G.L., c. 44, § 53¾ to expand the ability to create Energy Revolving Loan Funds (ERLFs) to counties; as written, this is currently only permitted to cities and towns. This bill is especially applicable to Barnstable County, one of the few home-rule counties in the Commonwealth, which has an established reputation for administering regional programs, including the Aquifund—a wastewater infrastructure revolving loan fund similar in structure to an ERLFs. ERLFs provide low-interest loans to property owners for energy efficiency and renewable energy projects, promoting sustainability and reducing emissions. Funded through grants, repayments, and local appropriations, they allow local and regional governments to create a self-sustaining model that lowers financial barriers to advancing climate goals.
