In towns that adopt the local option, rents in non-exempt dwellings will not be able to raise beyond either the change in area CPI or 5%, whichever is lower. Adopting towns will also require just cause evictions such as failure to pay rent, preventing no fault evictions. The bill also outlines punishment for violations, allowing both the tenants and the attorney general to file suit for restitution, civil penalties, and injunctive relief.
