The bill defines a “facility” as a public stadium, sports center, gymnasium, or any location that hosts or provides for athletic or sporting events. It requires a facility to have an AED on the premises and, during any sporting activity, to have at least one employee or authorized volunteer on-site who is trained in cardiopulmonary resuscitation (CPR) and the use of AEDs, according to standards set by the American Heart Association or the American Red Cross. If no trained employee or designated volunteer is available, the facility operator must make best efforts to identify any volunteers in attendance who are trained and willing to assist. The bill requires public announcements in such cases, clearly identifying the location of the AEDs and the individuals equipped to use them. The bill also requires that facilities post a placard at each entryway with a map showing AED locations to help bystanders respond quickly in an emergency.
