The bill aims to improve the distribution and efficiency of healthcare resources in Massachusetts, with a particular focus on psychiatric and substance use disorder care, and aims to minimize the duplication of diagnostic services. To achieve these goals, the bill mandates the secretary of health and human services to establish a secure online portal for real-time searches of available beds for psychiatric and substance use disorder treatments. This portal will offer information on bed location, care specialty, and insurance requirements, without being subject to public record status.

The legislation also amends the state health resource plan to promote equitable distribution of healthcare resources across different geographic areas, ensuring that various population groups have their needs met. The plan emphasizes the integration of health services and the advancement of health equity.

Additionally, hospitals are required to submit annual plans designed to eliminate redundant diagnostic services by enhancing communication and the interoperability of electronic health records. The department will evaluate and approve these plans based on their effectiveness in reducing unnecessary tests, improving patient safety, and enhancing cost efficiency. Non-compliant hospitals may incur civil penalties, and health insurers are authorized to deny claims for redundant services deemed unnecessary.

The bill further stipulates that hospitals must operate continuously, 24/7, to facilitate admissions and discharges, thereby improving access to care for patients.
