Creates a vaccine program advisory council to recommend the amount of funding needed each fiscal year to support the state vaccination program relative to the total non-federal program cost. Allows DPH to promulgate regulations creating a surcharge for routine vaccinations to provide funding to support the Vaccine Purchase Trust Fund. Requires DPH to implement a provider choice program that would require the MA Vaccine Purchasing Advisory Council to maintain a diverse supply among all federally approved vaccination brands for a particular vaccine.
