Reforms the Commonwealth’s Personal Care Attendant (PCA) System to be user-friendly, efficient, and reliable for clients who depend on PCA services. Among the many reforms included in this bill, this legislation would establish that, rather than the client being responsible for training, directing, and supervising PCAs, the PCA Council would be responsible for these duties. Also creates the position of a “primary PCA”, which may serve up to any number of hours per week for the client if they have been approved by the Council. The risks associated with dependency on a single PCA would be eliminated by the creation of a consistent and well-maintained “PCA pool”, which would be an online registry of PCAs for the specific purpose of replacing a primary or regular PCA if they are unable to work at a scheduled time.
