The bill would create a commission to study and make recommendations related to childcare and protection cases in the Commonwealth. Specifically, the bill implements the first recommendation of the report published by the Office of the Child Advocate to make recommendations regarding how a child’s welfare and best interest are currently presented in Care and Protection cases and what changes may be needed to ensure that a parents’ rights are appropriately balanced with a child’s needs.
