Proposes a reduction to the property tax of someone over the age of 60 if they complete 175 hours of voluntary service required by the Commonwealth. However, individual towns and cities can reduce the minimum hours needed to earn the reduction to less than 175. Further clarifies that a city or town may, by a vote of a legislative body, change the requirements of the law if someone is physically unable to complete the 175 required hours.
