Genetic counselors

This bill amends the licensing and regulatory standards for genetic counselors in Massachusetts, specifically clarifying key definitions and establishing more robust criteria. It defines terms such as "licensed genetic counselor" and "provisional licensed genetic counselor," and recognizes the roles of certifying agencies like the American Board of Genetic Counseling (ABGC) and the Accreditation Council for Genetic Counseling (ACGC). To qualify for registration as a genetic counselor, individuals must possess at least a master's degree from an accredited genetic counseling program and obtain certification from either ABGC or the American Board of Medical Genetics and Genomics (ABMGG). The bill also mandates continuing education for license renewal to keep genetic counselors up to date with industry advancements. Additionally, the legislation introduces a provisional licensing system for candidates who have not yet achieved full certification but are active candidates. Provisional licenses last for two years, with the possibility of a one-year extension under certain conditions, and require supervision by a licensed genetic counselor or certified physician. The bill includes examination requirements through the ACGC and ABMGG to maintain consistent licensing standards. Moreover, the bill prohibits individuals from misrepresenting themselves as licensed genetic counselors unless duly licensed, with exceptions for those employed by federal agencies, students in accredited programs, and certified counselors working as consultants.
