Section 1: Replaces existing session laws section that establishes a surcharge on TNC rides. New section requires monthly reporting of ride data by municipality, along with the amount collected from rider assessments. Establishes 6.25% charge per ride, with the exception of rides that are arranged for individuals through organizations that help provide paratransit services. Section 2: Amends section of MGL governing TNCs by adding a definition for “For-Hire Transportation Trip”, which is essentially a ride purchased by a TNC customer. Section 3: Amends section of MGL governing TNC price transparency. Exempts rides arranged for individuals through organizations that help provide paratransit services from the per-ride assessment. Requires TNCs to display the cost increase due to ride surges, and show the price difference between shared rides and single-occupancy rides. Section 4: Amends section of MGL governing how municipalities and Massport may regulate TNCs. Allows municipalities to impose an additional charge of up to $2.25 per ride, with funds being used to invest in public transportation, bike or pedestrian infrastructure, or EV charging infrastructure. Section 5: Repeals section 18. Section 6: Repeals section 10.
