Establishes new consumer protections for electric customers, included improved customer enrollment and fee transparency. Establishes within Dept. of Public Utilities an Office of Retail Market Oversight and requires retailers to submit data on rates and complaints. Directs Dept. of Public Utilities to establish a competitive procurement process for customer on energy assistance programs in each service region. Raises fees and bonding requirements on suppliers to raise threshold for bad actors entering market
