Creates a Resilient Electric Vehicle Charging System Pilot Program to enhance the state’s energy resilience by integrating small-scale hydroelectric power into microgrids to support emergency responders and local communities during grid outages with power for EV charging, resilient communications, and other emergency response infrastructure. In addition, the bill establishes two funds: • The River Restoration Fund, which supports environmental restoration and education efforts. • The Veterans and Emergency Responders’ Fund, providing direct support to veterans and emergency responders.
