This bill aims to ensure affordable high-speed internet access for low-income Massachusetts residents. It requires internet providers to offer a $15 flat-rate, high-speed internet plan (100 Mbps download speed) to qualifying consumers, including those at or below 200% of the Federal Poverty Level or receiving federal benefits. The bill mandates that all fees and taxes be included in the flat rate, that providers promote the program, and that they submit annual compliance reports. This legislation is essential following the end of federal Affordable Connectivity Program (ACP) funding, which had helped 368,000 Massachusetts households afford broadband. With nearly 1 in 10 households lacking high-speed internet and 50% of residents struggling to pay for service, this bill seeks to bridge the digital divide, ensuring equitable access to education, employment, healthcare, and economic opportunities for all.
