This bill codifies the Blue Envelope Program, implemented by the Massachusetts State Police in 2023, into law, and directs the Registry of Motor Vehicles to also make blue envelopes available to drivers. The Blue Envelope Program is a voluntary program that aims to improve interactions between people with Autism Spectrum Disorder (ASD) and police officers. The Program makes available special “blue envelopes” that hold a driver’s license, registration, and insurance cards, as well as specific instructions for an officer on the driver’s diagnosis, possible impairments or triggers, and best methods for communication.
