This bill creates a financing program supporting municipal parking facilities that incorporate electric vehicle (EV) charging stations across the state. To support these projects, it establishes the Equitable EV Facilities Matching Fund, which offers partial financial reimbursement to municipalities that receive certification by the Massachusetts Department of Transportation. The certification process standards include minimizing surface parking, enabling affordable EV charging in densely populated multifamily areas, and endorsing transit-oriented development. Reimbursement percentages from the matching fund range from 30 to 80 percent, determined by the median income of the municipality.
