Introduces the Junior Operator’s License Fund, aimed at providing financial assistance for driver education and training to individuals from disadvantaged backgrounds. The fund, managed by the registrar of motor vehicles, will be sustained through various sources, including public and private gifts, grants, and interest accrued. Eligibility for assistance will be based on participation in programs such as free or reduced lunch, MassHealth, SNAP, TANF, or the Residential Assistance for Families in Transition Program. The registrar is responsible for creating an application form and establishing necessary regulations for implementing this initiative.

Moreover, the bill updates section 8 of chapter 90 to reduce the validity period of a learner's permit from six months to 90 days. It mandates driver education and training providers to inform students in writing about course requirements and the time needed for completion. Should the provider fail to meet these obligations, students are entitled to a refund, especially if their permit expires before finishing the course, unless the delay is attributable to the student. The registrar is also tasked with compiling data on driver education enrollments, permit expirations, and course providers, with an annual report to be evaluated by an advisory board.

The attorney general's office, in collaboration with the registrar, will develop rules to enforce these provisions, including the collection of fines and penalties for non-compliance. Additionally, a refund request form will be established for students affected by unmet course requirements.
