An Act establishing compliance with federal education reporting requirements for out of home placement students

This bill would establish an electronic centralized education records database to be used by the department for secure and streamlined access to academic records for students in an out-of-home placement. This database will contain any information relevant to the students education as well as any changes to their placements to be used to create an electronic file. This electronic file will follow each student upon the transfer of schools or placements for academic continuity and accessibility. The bill also directs DESE, DCF, local education agencies, and trained school staff to work together to immediately notify each other regarding changes to a students out of home placement and specifies each departments exact responsibilities for providing relevant information to the electronic database for the individual files. The bill also directs the department, DCF, and local education agencies to review the system on a constant basis and issue an annual report on the system to address any areas of improvement and recommendations to be implemented.
