This bill requires a comprehensive biennial review of Massachusetts' public high school college and career pathways programs, focusing on return on investment. Conducted by the Secretary of the Executive Office of Education in collaboration with the Secretaries of Labor and Workforce Development and Housing and Economic Development, the review will evaluate how well these programs align with state and regional labor market needs, employer demands, postsecondary opportunities, and industry certifications. It will identify pathways leading to high-skill, high-wage, in-demand jobs and assess student outcomes, such as postsecondary education attainment, employment status, and wage earnings.
The review further aims to provide insights into the availability, quality, and effectiveness of these programs, aiding students and families in making informed educational choices. It will consider equitable access to programs across diverse student demographics and geographical areas, suggesting improvements as needed. The review's findings will include recommendations to enhance labor market alignment, program quality, student access and outcomes, and operational efficiencies. The report will be publicly available and will be presented to the Department of Elementary and Secondary Education and the legislature's joint committee on education.
