K-12 education; microcredentialing

Requires that every public high school in the Commonwealth offer at least one foundational computer science course; does not establish any new graduation requirements; instructs DESE to develop a microcredentialing process that would allow existing teachers who can display digital literacy and other subject matter knowledge to teach a foundational computer science course for up to 5 years without the need to achieve any other teacher certification requirements other than those determined necessary by DESE.
