Regional School District Finance Reform

This bill establishes a special commission to evaluate and set standards for the default apportionment formula used by regional school districts under Section 14B of Chapter 71, considering whether apportionment should be based on the number of students or total property values in a town. The commission will also assess whether every town in Massachusetts should be required to either have its own school district or join a regional school district. The commission, composed of state officials, regional school superintendents, and representatives from relevant organizations, will submit its findings, recommendations, and proposed legislation to the legislature by December 1, 2026.
