proposes that all primary, charter, and secondary schools prohibit the use of mobile communication devices within school hours, with exceptions for authorized personnel or students with a medical need and/or other circumstances where school officials have permitted the use of a mobile device. Schools must also provide clear information to both students and parents regarding the rules, regulations and possible consequences for cell phone usage. There is an additional exception for mobile devices that are not internet connected in order for a student to communicate with their parents or guardians without disrupting the class environment.
