regulates proceedings related to visitation with frail, elderly individuals; allows the courts to receive and rule on petitions alleging unreasonable restrictions on visiting frail, elderly individuals; requires courts to consider the nature and extent of impairment, previously expressed desires, visitation history and family member opinions; prohibits granting visitation rights if the elderly individual has the capacity to evaluate and communicate decisions regarding visitation and expresses a desire to not have visitation, or if visitation is not in their best interest; allows the courts to appoint a guardian ad litem for the elderly individual; regulates jurisdiction and process.
