This legislation seeks to preserve our marine ecosystem and coastal economies – invaluable resources that must be safeguarded - by banning offshore drilling in state waters and related onshore activity.
Subsection (a): Defines “development”, “exploration”, “Federal waters”, “New or additional exploration, development, or production of oil or natural gas” and “production”
Subsection (b): Prohibits offshore drilling for oil or natural gas in state waters; prohibits the leasing of tidal or submerged lands in state waters for the purposes of oil or natural gas exploration, development, or production; and prohibits related onshore activity that support such prohibited offshore activity
Subsection (c): Prohibits EEA from engaging in any activity that would authorize or promote drilling for oil or natural gas or the construction of related infrastructure in state water, including issuing permits, enter into lease agreements, etc.
Subsection (d): Clarifies that nothing in this section shall prohibit activities relating to repairing or maintaining existing infrastructure as necessary to keep such infrastructure in safe working condition for existing activities
Subsection (e): Requires EEA to promulgate rules and regulations as necessary to implement this section
