Adds definitions for "glyphosate" and "public lands" to the pesticide control act. It also adds a new section to the act limiting the use of pesticides to certified professionals who must use pesticides only for its specified purpose, who will not be able to use or dispose of pesticides it in any way that has adverse effects on the environment or public health, and limits distribution through water transmission systems. Finally, it limits use of glyphosates on public lands to those licensed by the state for specific purposes such as research, immediate threats, and when there are no viable alternatives.
